“We, the citizens of America, are now joined in a great national effort to rebuild our country and to restore its promise for all of our people. Together, we will determine the course of America and the world for years to come.We will face challenges. We will confront hardships. But we will get the job done.”
私たちアメリカの市民は、国を再建するという大いなる試みと全ての人との約束を取り戻すために、今、繋がっているのです。共に、アメリカと世界のこれから先何年もの未来の進むべき道を定めるのです。挑戦しなければならないのです。逆境に立ち向かうのです。きっとやり遂げることが出来るはずです。

とは言え、今日のこの式典は特別なものです。それは今日、ただ政権が交代するというだけではなく、ただ政権政党が代わるというだけでなく、権力をワシントンからアメリカの皆さんへとお返しするのですから。

大切なことは、どの政党が私たちの政府をコントロールするのかではなくて、私たちの政府は私たち市民によってコントロールされているということなのです。2017年1月20日は、市民が国の統治を取り戻した日として記憶される事でしょう。置き去りにされてきた人たちをこれ以上見過ごすことはしません。今、あなたの声を皆が聞いているのです。

“We have what we need to do so. We have everything we need to meet those challenges. After all, we remain the wealthiest, most powerful, and most respected nation on Earth. Our youth, our drive, our diversity and openness, our boundless capacity for risk and reinvention means that the future should be ours. But that potential will only be realized if our democracy works. Only if our politics better reflects the decency of our people. Only if all of us, regardless of party affiliation or particular interests, help restore the sense of common purpose that we so badly need right now.”
私たちは困難を乗り切ることができます。結局のところ、私たちの国は、この地球で最も豊かで、力強く、そして尊敬される国なのです。若さ、活力、多様性と寛容性、飽くなき改革とその能力は私たちに未来があることの証明です。しかし、それは民主制度が機能すればこそ、実現できるのです。私たちの政治が私たちの良識を反映してこそ実現できるのです。政党やそれぞれの利益ではなく、共通の目的を持った時にこそ実現できるのです。
“Our democracy is threatened whenever we take it for granted. All of us, regardless of party, should be throwing ourselves into the task of rebuilding our democratic institutions. When voting rates in America are some of the lowest among advanced democracies, we should be making it easier, not harder, to vote. When trust in our institutions is low, we should reduce the corrosive influence of money in our politics, and insist on the principles of transparency and ethics in public service. When Congress is dysfunctional, we should draw our congressional districts to encourage politicians to cater to common sense and not rigid extremes.”
民主制度というのは、それが当たり前だと思えば脅威にさらされるのです。私たちは皆、政党に関係なく、民主制度を再構築するという課題に取り組むべきです。民主制度の発達したアメリカのような国で、最低水準の投票率しか得られないのであれば、もっと簡単に投票できるような選挙システムにしなければなりません。制度への信用が低いのなら、政治と金が絡む汚職を減らし、公職の透明性と倫理を守らねばなりません。議会が機能していないのであれば、私たちは、自分の選挙区の政治家に柔軟性の無い極論に陥らないように働きかけなくてはいけません。
“But remember, none of this happens on its own. All of this depends on our participation; on each of us accepting the responsibility of citizenship, regardless of which way the pendulum of power happens to be swinging.”
しかし、覚えておいてください。これは誰かが勝手にやってくれる事では無いのです。私たち市民の一人一人が責任を受け入れるかどうかにかかっているのです。それは、権力がどのように振れようと関係ないのです。
先日、オバマさんの退任式での演説と、トランプさんの就任式での演説を聞いていて、何となく思った事がある。それは、表現の仕方や、細かい政策の話は違うことを言っているのだけど、本当に言いたい大きなことは同じことを言っていると思ったのだ。二人とも、アメリカは偉大な国で、民主制度を守るのは政府でも政党でもなく私たち自身なのだ、という事を訴えかけていた。政治も、暮らしも、私たち市民の手の中にあるという事を何度も何度も伝えようとしていたのが心に残った。
キリスト教の宗教観や、ショーケース的な事が大好きな国民性も相まって、アメリカにはこの政治制度がある程度上手く機能しているんだなという事を実感した。
翻って、日本では無理矢理欧米から移植した、今の政治制度が日本の国民性には上手くハマってないのだろうなと思う。口では民主制度と言うけれど、結局は誰かから何かを指示されないと何も決断も行動もできない。自分たちで政治に参加するという意識自体が欠落していて、完全に機能不全に陥っている。それは何も政治だけの話ではなくて、昨年の大統領選挙以降の日本のマーケットを見ていても明らかだ。全く自立性がない。アメリカの動向に右往左往するだけで、マーケットの参加者は自国の企業価値も定められなくなっている。
全ては、教えられ与えられることではなくて、何かを疑い、自分自身で学ぼうという姿勢から始まるのではないかと思っている。
